A Resolution of No Confidence and Total Banishment Against Comrade Nicholas Igarama
From the 24 Clan Chairmen’s Forum, Ijaw Youth Council (IYC) Western Zone
Preamble:
After enduring a prolonged period of gross misconduct, financial recklessness, tyrannical leadership, and the threat that continuous silence will erode the Council’s legacy and values, the 24 Clan Chairmen’s Forum of the Ijaw Youth Council (IYC), Western Zone, under the steadfast leadership of Comrade Wazo Oyinkuro Zikurebai, issues this definitive resolution.
The 24 Clan Chairmen Forum strongly condemns Comrade Igarama’s gross negligence of the Council’s protocols and systematic financial malfeasance, particularly his fraudulent and repeated claim that the Council’s official bank account is “inaccessible.”
While the Forum contends that this assertion is not only false but also a deliberate attempt to conceal the truth, it is important to note that this account has been operational and accessible in the last months.
We express considerable dissatisfaction with Mr. Nicholas’ reluctance to provide verifiable financial records to substantiate the funds paid by the Honourable Spencer Okpoye, which were intended to support the council and its activities.
Similarly, we condemn in the strongest terms the misappropriation of the Five Hundred Thousand Naira (N500,000) monthly subvention from the office of the Executive Director of Social Services at DESOPADEC, funds critically needed to augment the Council’s affairs.
Furthermore, we animadvert the mismanagement of PINL funds earmarked for Clan Chairmen who are the legitimate grassroots representatives and frontline stabilisers of youth engagement in the pipeline vicinity. This pattern of financial milking is not only an act of profound betrayal but an old and unacceptable trick, especially when our youths are yearning for inclusion, empowerment and human capital development.
Beyond the financial quagmire, we are also disappointed that the Nicholas-led administration is infamous for its tyrannical tendencies. He has consistently denied Clan Chairmen their legitimate rights and privileges, issued threats regarding delegate list submissions, and barricaded entitlements duly owed to them. His use of abusive and derogatory language towards elected Clan Chairmen is not only appalling but has become a toxic bane within the Council.
The Forum decrys the regrettable and egregious incident that took place in Ogbe-ljoh on September 26th, in which Comrade Nicholas whisked away with logistical funds meant for members of the Council who attended the grand finale of the 10th coronation anniversary of HRM, Monbene III, Pere Amakosu of Ogbe-Ijoh Warri Kingdom, failing to demobilise them and unable to account for the money thereafter.
While efforts have been made to resolve this matter internally; however, Nicholas has persistently refused to participate in such meetings. Most recently, on October 6th, he abstained from a
scheduled meeting with the clan chairmen forum,
which included stakeholders from the zone. It is based on the irrefutable facts above, the alarming issuance of threats to beat up Clan Chairmen who dare to checkmate his arrogance and his innate failure to mobilise and demobilise members of council, we hereby resolve with immediate effect:
1. We have passed a VOTE OF NO CONFIDENCE in Comrade Nicholas Igarama. He is deemed unfit and incompetent to hold the office of Chairman.
2. He is hereby BARRED and BANISHED from entering any of the 24 clans of the Ijaw Youth Council, Western Zone. Any attempt to do so will be considered a trespass and met with appropriate lawful resistance.
3. We demand a full and transparent forensic audit of all IYC Western Zone accounts and all funds received from DESOPADEC, PINL, and other sources, to be supervised by a neutral committee of stakeholders.
4. We call on all relevant government and private agencies, traditional rulers, and stakeholders to cease any and all official recognition and dealings with him.
This resolution is our solemn duty to rescue our Council from the precipice of collapse and restore the dignity, accountability, and progressive vision upon which the Ijaw Youth Council was founded.
